The places with the most traffic deaths are not always the places where driving is most dangerous. A state with more people or a highway with heavier traffic can record a high number of deaths simply because more people are on the road there, so looking at deaths relative to population and miles driven gives a clearer picture of risk.
Postman Law used 2024 NHTSA Fatality Analysis Reporting System crash-level data, U.S. Census Bureau population estimates, and Federal Highway Administration vehicle miles traveled figures to build Fatal Roadway Risk Across America. We ranked states by deaths per 100,000 residents and major roads by deaths per 100 million miles driven.
That comparison changes which places rise to the top. Some smaller states rank much higher once population is considered, while several heavily traveled roads fall when traffic volume is included. The crash records also show where deaths cluster, including intersections, dark rural stretches, and major freight routes.
Deadliest States for Traffic Fatalities
The national traffic death rate reached 11.54 deaths per 100,000 residents in 2024. Across the country, 39,254 people died in 36,297 fatal crashes. Twenty-seven states exceeded the national rate, and the highest state rate was more than five times the lowest.
Mississippi ranked first at 25.59 deaths per 100,000 residents, or 2.2 times the national average and 5.5 times Rhode Island’s rate of 4.68. The state recorded 753 deaths in 678 fatal crashes despite having fewer than 3 million residents. New York has about 6.8 times Mississippi’s population, yet it recorded 1,101 traffic deaths.
If Mississippi had matched the national rate, about 413 fewer people would have died. Fatal crashes also occurred there at 23.04 per 100,000 residents, more than twice the national rate of 10.67, and each fatal crash killed 1.11 people on average compared with 1.08 nationally.
Arkansas ranked second at 19.53 deaths per 100,000 residents, followed by New Mexico at 19.20, South Carolina at 18.95, Alabama at 18.65, Wyoming at 18.20, Montana at 18.12, Tennessee at 16.56, Louisiana at 16.35, and Arizona at 16.21.
Every state in the top 10 recorded a death rate at least 40% above the national average. Together, those states contain only 11.7% of the U.S. population but account for 18.5% of traffic deaths, or 7,256 people. Their combined rate of 18.17 was 2.6 times the rate of the 10 safest states.
If all 10 had matched the national rate, about 2,647 fewer people would have died. That comparison shows why population matters when judging roadway risk. A state can record fewer deaths overall and still expose residents to a much higher fatality rate.
Raw Totals Put the Biggest States at the Top
Texas recorded 4,160 deaths, California 3,876, and Florida 3,138, accounting for about 28.5% of all U.S. traffic deaths. None ranked among the top 15 per capita. Florida ranked 17th at 13.43 deaths per 100,000 residents, Texas 18th at 13.29, and California 34th at 9.83, about 15% below the national rate.
Smaller states moved in the other direction once population was considered. Wyoming ranked 45th by raw deaths with 107, yet its rate of 18.20 deaths per 100,000 residents placed it sixth. North Carolina had the fourth-highest death total at 1,619 but ranked 15th per capita, well below neighboring South Carolina’s 18.95 rate.
The regional divide was just as pronounced. The South contains 39.0% of Americans but accounts for 48.2% of traffic deaths, with a rate of 14.25 deaths per 100,000 residents. That was more than twice the Northeast’s rate of 6.90.
Rhode Island, Massachusetts, and New York recorded the three lowest rates at 4.68, 5.09, and 5.54 deaths per 100,000 residents. Six of the 10 lowest-rate states were in the Northeast, reinforcing how different the national picture becomes when deaths are measured against population rather than totals alone.
America’s Deadliest Roads & Highways
State rates show where risk is spread across an entire road system. Individual highways show where deaths are unusually concentrated along roads people use every day. We identified the 20 roads with the most traffic deaths in America in 2024, then ranked them by deaths per 100 million vehicle miles traveled.
The two rankings identify very different places. Of the 10 states with the highest per capita death rates, only Tennessee has a road in the top 10 of the Highway Mortality Index. Vehicle miles traveled, or VMT, accounts for how much driving takes place on each road, so heavy traffic does not determine the ranking.
The top 10 roads recorded 717 deaths across 650 fatal crashes. They accounted for only 34.4% of the traffic among the 20 roads analyzed but 51.0% of the deaths, showing how strongly fatalities were concentrated on those corridors.
Florida occupies the first six spots. US-441 ranked first at 3.05 deaths per 100 million miles traveled, or 2.6 times the national roadway rate of 1.19. US-19 followed at 2.08, US-27 at 1.88, US-41 at 1.78, US-98 at 1.56, and US-1 at 1.33.
Those six highways carried only 10.6% of traffic among the 20 roads studied but accounted for 27.1% of the deaths, or 381 people. Their combined rate of 1.80 deaths per 100 million miles was 51% above the national average and 3.1 times the rate of the other 14 roads combined.
“Most people assume the deadliest roads in America are the busiest interstates, but the data tells a different story. Florida’s U.S. Highways kill people at up to 2.6 times the national rate because they combine highway speeds with intersections, driveways, and pedestrians. These are the roads people drive every day to get to work, school, and the grocery store.”
The ranking drops after Florida’s six U.S. Highways. Tennessee’s I-40 ranked seventh at 0.72 deaths per 100 million miles, followed by Florida’s I-95 at 0.71, giving Florida seven of the top 10 roads and 68.8% of their deaths. California’s SR-99 also recorded 0.71, and Texas’s I-35 ranked 10th at 0.70.
Traffic Volume Changes the Ranking
California’s I-5 recorded 126 deaths, the highest raw total of any road in the country. It also carried 11.1 times more traffic than US-441, giving it a rate of 0.57 deaths per 100 million miles and placing it 15th once traffic volume was considered.
California’s US-101 showed the same pattern. Its 79 deaths ranked fifth by total, yet its rate of 0.42 deaths per 100 million miles placed it 18th. I-10 appeared three times among the 20 roads in Texas, Arizona, and California, with 194 combined deaths across 1,512 miles, but a combined rate of only 0.58.
Across all 20 roads, U.S. Highways recorded 1.16 deaths per 100 million miles, nearly twice the interstate rate of 0.59. Interstates still produced large death totals because far more vehicles traveled on them.
Road length offers another comparison. Florida’s I-95 recorded 29.3 deaths per 100 miles of highway, nearly twice the 15.0 average across all 20 roads. US-441 ranked second at 23.3 deaths per 100 miles, making it the only road to rank in the top two both by miles driven and by road length.
Why These Roads Turn Deadly
The crash records behind the top 10 roads show several differences in how people are dying. Florida’s U.S. Highways combine highway speeds with intersections, driveways, traffic signals, pedestrians, cyclists, and motorcycles. The controlled-access roads show more nighttime deaths, rear-end crashes, and freight involvement.
The strongest differences appear when those roads are compared with traffic deaths nationwide:
- Intersections and driveways: 53.3% of deaths on Florida’s six U.S. Highways happened at or near one, compared with 30.0% nationally.
- Angle crashes: They caused 31.0% of deaths on those six highways, about 1.6 times the national share of 19.4%.
- Darkness: 64.9% of deaths across the top 10 roads happened after dark, compared with 49.5% nationwide.
- Rear–end crashes: They accounted for 22.3% of deaths on I-40, I-95, SR-99, and I-35 combined, about three times the national share of 7.3%.
- Speeding: Only 13.2% of deaths on the top 10 roads involved speeding, less than half the 28.8% national share.
Individual roads make those differences easier to see. US-441 had the highest intersection and driveway share at 59.0%, followed by US-27 at 57.6% and US-41 at 57.3%. Angle crashes accounted for 41.0% of deaths on US-441.
US-19 showed another type of danger, with 21.2% of its deaths coming from head-on crashes, nearly twice the national share of 12.0%. Along these roads, fast-moving traffic passes through intersections, driveways, turn lanes, and other places where vehicles cross paths.
Nighttime Deaths Stand Out on Several Roads
Texas’s I-35 had the highest nighttime share in the top 10, with 79.8% of its deaths occurring after dark. Florida’s I-95 followed at 70.5%, and nine of the 10 roads exceeded the national nighttime share. On unlit stretches, California’s SR-99 reached 49.3%, Tennessee’s I-40 40.8%, and the national share 26.6%.
Speeding played a smaller role on most of these roads. Florida’s six U.S. Highways recorded speeding involvement in only 9.2% of deaths. Texas’s I-35 was the exception at 35.7%, making it the only road in the top 10 above the national share.
Drinking also appeared less often than it did nationwide. Across the top 10 roads, 18.4% of deaths involved a driver police reported as drinking, compared with 25.4% nationally.
Seat belt use was closer to the national rate. Among vehicle occupants killed on the top 10 roads whose restraint status was known, 46.9% were not buckled, compared with 48.4% nationally. California’s SR-99 reached 58.1%, and Florida’s I-95 reached 53.6%.
Interstates vs Rural Roads
In 2024, interstates carried 25.9% of all miles driven in the U.S. but accounted for 12.4% of traffic deaths, or 4,885 people. Adding other freeways and expressways raises the traffic share to 35.1%, while controlled-access roads accounted for 16.4% of deaths.
The other 82.6% of deaths, or 32,423 people, occurred on arterials, collectors, and local roads. Per mile driven, those roads were much deadlier, with 1.51 deaths per 100 million miles compared with 0.56 on interstates and freeways combined, a difference of about 2.7 times.
Major arterials recorded 1.71 deaths per 100 million miles and 11,816 deaths, the largest total of any road type. Minor arterials reached 1.63, while minor collectors had the highest rate among the major road categories at 1.85.
Florida’s six U.S. Highways reflect that same divide. 370 of their 381 deaths occurred on major arterial stretches, and their combined rate of 1.80 deaths per 100 million miles exceeded the national major arterial rate of 1.71. The four controlled-access roads in the top 10 ranged from 0.70 to 0.72, about 1.3 times the national controlled-access rate.
Rural Roads Have Less Traffic and Higher Fatality Rates
Rural roads make up 70.3% of the nation’s 4.2 million miles of public roads but account for only 31.1% of traffic. The average rural road sees about 947 vehicles a day compared with 4,953 on an urban road, yet rural roads accounted for 40.8% of traffic deaths, or 16,006 people. Their death rate was 1.55 per 100 million miles, compared with 1.01 in urban areas.
The difference grows away from controlled-access highways. Rural non-freeway roads recorded 1.95 deaths per 100 million miles, about 3.7 times the rate on urban interstates and freeways. Rural major collectors reached 2.24, or 4.2 times the urban interstate rate. Only 11.1% of rural deaths occurred on interstates; the other 88.9% occurred on smaller rural roads.
Several crash conditions distinguish rural deaths from urban ones:
- 71.6% of rural deaths occurred on roads posted at 55 mph or higher, compared with 28.4% in urban areas.
- 16.9% came from head–on crashes, about 1.9 times the urban share of 8.8%.
- 42.1% occurred off the roadway, compared with 25.9% in cities.
- 36.0% occurred in darkness without street lighting, about 1.8 times the urban share of 20.1%.
- EMS reached rural crashes in a median of 13 minutes, compared with 8 minutes in urban areas.
Driver behavior does not explain the entire difference. Speeding appeared in 28.1% of rural deaths and 29.3% of urban deaths, nearly the same share. Drinking was more common in rural deaths, at 27.9% versus 23.7%, while 49.8% of rural occupants killed with known seat belt use were unbelted, compared with 46.7% in cities.
The wait for emergency care also stretched longer in some rural crashes. 25.0% of rural crashes with reported response times waited more than 20 minutes, around three times the urban share of 8.4%. On rural stretches of the top 10 roads, 51.0% of deaths occurred in darkness without street lighting, compared with 22.0% on urban stretches.
Tennessee’s I-40 had the highest rural share among the top 10 at 45.1%, followed by US-98 at 40.0%, I-35 at 36.9%, and US-27 at 36.4%. US-41, US-1, and I-95 were the most heavily urban.
Who’s Dying on These Roads?
The 717 people killed on the top 10 roads resembled traffic victims nationwide in a few broad ways. 72.9% were men, close to the 72.3% national share, and their median age was 41.5, compared with 42 nationally.
A closer look by road type shows a different victim profile. Florida’s six U.S. Highways skew toward older victims, cyclists, and motorcyclists, while the controlled-access roads skew younger.
On Texas’s I-35, 29.8% of those killed were passengers, twice the national share of 14.9%.
The median age of people killed on Florida’s six U.S. Highways was 49, compared with 35 on the four interstates and freeways. Among victims on those Florida highways, 43.0% were 55 or older, compared with 33.8% nationally, and 23.4% were 65 or older.
US-27 had the oldest victims in the top 10, with a median age of 55. On US-19, 21.2% of people killed were 75 or older, about 2.1 times the national share of 9.9%. US-27 followed at 16.7%.
The controlled-access roads skewed younger. On I-40, I-95, SR-99, and I-35, 48.2% of victims were under 35, compared with 37.1% nationally. Florida’s I-95 had a median age of 32, while California’s SR-99 had a median of 34. People ages 15 to 24 made up 27.7% of I-95 deaths, and 27.5% of SR-99 victims were 25 to 34.
Pedestrians, Cyclists, and Motorcyclists Face Concentrated Risk
Drivers accounted for only 43.4% of deaths on the top 10 roads, compared with 47.6% nationally. Pedestrians made up 22.3%, or 160 deaths, compared with 18.0% nationally. California’s SR-99 had the highest pedestrian share at 31.9%, followed by Florida’s US-1 at 30.6%.
Every one of the 30 cyclists killed on the top 10 roads died on a Florida U.S. Highway. Cyclists represented 7.9% of deaths on those six roads, about 2.8 times the national share of 2.8%. On US-41, cyclists accounted for 14.7% of deaths, about 5.3 times the national share.
Motorcyclists made up 21.3% of deaths on Florida’s six U.S. Highways, led by US-41 at 25.3% and US-1 at 25.0%. Across the top 10 roads, 94.4% of motorcyclists killed were male, with a median age of 32. On Tennessee’s I-40, 5.6% of people killed were under 15, about twice the 2.6% national share.
Freight Corridors Have Higher Truck Involvement
Large trucks were involved in 19.4% of deaths on the top 10 roads, compared with 13.7% nationally. On I-40, I-95, SR-99, and I-35, that share reached 28.3%, about 2.1 times the national figure.
Tennessee’s I-40 stood out at 42.3%, about 3.1 times the national share, with tractor-trailers involved in 32.4% of deaths. Large trucks were also involved in 31.0% of deaths on I-35, 24.1% on Florida’s I-95, and 24.2% on US-27.
Most people killed in those crashes were outside the truck. Across the top 10 roads, 87.1% of people killed in crashes involving large trucks were in passenger vehicles, on motorcycles, or on foot, compared with 82.6% nationally.
What the Data Reveals About Roadway Risk
Raw death totals can make the busiest states and highways look like the most dangerous places to drive. Once population and miles traveled are added to the analysis, risk shows up in places that would otherwise be easy to overlook, including smaller states and roads with far less traffic.
The data also show that roadway danger does not look the same everywhere. The conditions surrounding a fatal crash can change considerably from a Florida surface highway to a rural two-lane road or a major interstate, which helps explain why the people most affected also differ from one route to another.
For people hurt in serious crashes, a Chicago car accident lawyer can examine the circumstances surrounding the collision, including roadway conditions, vehicle involvement, and the conduct that led to the crash. The roadway data provide broader context for where fatal crashes occur and how fatal crash risk differs across the country.
Methodology
Postman Law analyzed 2024 NHTSA Fatality Analysis Reporting System crash-level records directly, along with U.S. Census Bureau population estimates and Federal Highway Administration vehicle miles traveled figures. The rankings were calculated from those datasets rather than taken from an existing ranking.
State rankings use deaths per 100,000 residents. For the Highway Mortality Index, we identified the 20 roads with the most traffic deaths in 2024 and ranked them by deaths per 100 million vehicle miles traveled. We also analyzed road length, road type, rural and urban classification, lighting, crash type, driver behavior, restraint use, and victim characteristics.
National comparisons use the same 2024 FARS data where applicable. The results describe trends in the crashes and deaths recorded in these datasets and do not establish that a particular roadway feature or behavior caused an individual crash.
